CPPCC members discuss improving mechanism for evaluating scientific and tech achievements

Members of the Chinese People's Political Consultative Conference National Committee, on Friday, discussed measures to improve the mechanism for evaluating scientific and technological achievements at a consultation session in Beijing.

The bi-weekly session was held by the CPPCC National Committee, the country's top political advisory body. Wang Yang, chairman of the CPPCC National Committee, presided over the session.

Wang called for establishing a system for evaluating scientific and technological achievements with Chinese characteristics to provide strong support for achieving sci-tech self-reliance and self-strengthening at higher level and promoting high-quality development.

Efforts should be made to give full play to the role of both the government and the market, and combine top-level design with practical exploration, he said.

Ten CPPCC members offered suggestions at the session. About 50 CPPCC members voiced their opinions via a mobile platform.

The CPPCC members agreed that the current evaluation system plays a good role in evaluating and guiding the scientific and technological work in the country, and promotes the progress of science and technology and the cultivation of talent.

However, the political advisers noted that there are still some problems, including imperfect classification evaluation system, unitary evaluation standard, utilitarian result and interference from personal relationships.

The key to improving the mechanism for evaluating scientific and technological achievements is to properly handle the relationship between the government and the market, said the members.

They urged more efforts to strengthen government guidance, highlight the major position of academia, give play to the fundamental role of science and technology societies, improve the third-party evaluation management system, and leave more work to society and the market.

The advisers also offered suggestions on the application of scientific and technological achievements, academic self-discipline and social supervision and creating a clean and positive academic environment.
