Writing a new chapter in public security governance

The report delivered at the opening of the 20th National Congress of the Communist Party of China on Sunday points out that China will improve its public safety system and improve its disaster prevention, mitigation and relief capacities and its ability to handle public emergencies.

Ensuring public safety has a bearing on the country's overall situation of reform, development and stability. Since the Party's 18th National Congress in 2012, China's public safety level and governance capacity have improved significantly under the leadership of the CPC Central Committee. According to a survey by the National Bureau of Statistics, Chinese people's sense of safety has risen from 87.55 percent in 2012 to 98.62 percent in 2021, and the international community generally believes that China is one of the safest countries in the world.

Despite its generally good public security situation, China still faces many challenges and various emergencies such as natural disasters, accidents, public health and social security incidents, highlighting the need for China to improve the level of public security governance.

For this, the country must thoroughly implement the top leadership's requirements of not only preventing the pandemic but also stabilizing the economy. It should adopt a problem-oriented approach, focus on key areas, strengthen weak links, and improve risks screening, monitoring, early-warning and emergency response mechanisms, to promote the transformation of the public security governance model.

The country also needs to make innovation the primary driving force of development. It should make full use of advanced technologies such as the internet of things, cloud computing, big data and artificial intelligence to empower public security governance and ensure that all kinds of security risks are controlled before triggering off security accidents.

China should also strengthen systematic thinking and rely on the people, and gradually form a new pattern of social co-governance featuring enterprise self-discipline, government supervision, public participation and legal guarantees, to continuously improve the quality and effectiveness of public security governance.

Everyone is a beneficiary of public security, and should also be a participant and promoter. All localities should explore institutionalized channels for people to participate in public security governance and establish and improve incentive mechanisms, to mobilize the enthusiasm of the public to participate, promote good governance through joint governance, and continually increase people's sense of gain, happiness and security.
