State Councilor and Foreign Minister Wang Yi said on Monday it is necessary to form regional rules that are more substantive and effective for lasting peace and security to take hold in the South China Sea.

On the consultations of the "Code of Conduct in the South China Sea", Wang said divergent views appear in any consultation or negotiation.

"As long as all parties keep in mind we share the same goal, all difference can be bridged and no consensus is beyond reach," Wang said. "No countercurrents created by outside forces could make waves in the South China Sea, and no external disturbance could stand in the way of regional cooperation."
