Recently, Sanya issued the implementation plan for zero-waste city construction (2021-25), which aims to solve the problem of solid waste pollution in urban development and promote urban green and low-carbon transformation. Sanya has become the first city in China to issue such an implementation plan during the 14th Five-Year Plan period (2021-25).

China made the zero-waste pilot plan officially in 2018. The plan focuses on minimizing solid waste generation and maximizing recycling in urban areas.

Sanya is also one of the first batch of 15 pilot cities to start constructing a zero-waste city in the country. It has achieved positive results in exploring green living and consumption methods and is building an ecologically civilized tourism atmosphere. The city's comprehensive treatment of plastic pollution, its zero-waste concept for the tourism industry, and the construction of circular economy industrial parks have all been honored by the Ministry of Ecology and Environment.

According to the plan, Sanya will form a comprehensive management system for the construction of a zero-waste city, establish a zero-waste tourism industry and zero-waste hotels, and achieve overall zero waste by 2025. The city strives to build itself into a benchmark city for the construction of the national ecological civilization pilot zone in Hainan.
