Cui Jingqin, 40, who has handed over her 10-year-old son, Wu Ruili, to the elderly women since the program began, is a self-employed laborer. She said her parents-in-law are in poor health and need to be taken care of, and she and her husband don't have enough time or education to help with their son's studies.
