Should vision test be included in high school entrance exam?

This is not fair for three reasons. First, some shortsightedness is due to biological inheritance. Second, if not because of biological inheritance, being shortsighted most probably is a result of hard work. If those who works hard got lower marks than those who do not, tell me where is justice?
Third, rich families can afford expensive surgery to cure shortsightedness while perhaps ordinary family cannot afford such cost. If so, such policy will only lead to more injustice. I just felt so sad for students nowadays, for they are already suffering from such heavy burdens from the competitive environment, yet they still have to pay for such policy.
