After spending a year to learn Chinese at the university, Seesaghur spent seven years completing his undergraduate and graduate studies, majoring in international economics and trade and international relations respectively. He then spent four years studying for his PhD in administrative management.

He said that in the initial years of his undergraduate studies, he was often entertained by his landlord and had the chance to savor many kinds of local food, some of which were from small hidden restaurants that only the locals knew.

Because of those years of living like a local, he became fluent in Mandarin and could even understand bits of the Wuhan dialect.

Seesaghur said he also introduced Wuhan to foreigners on various occasions, including when he was an intern at the Shanghai office of the European Union Chamber of Commerce in China in 2011, and when he was an intern at the Geneva office of the United Nations in 2014.

He said that the representative office of the Economic Development Board of Mauritius in Shanghai was established in November 2019 after the governments of the two countries signed an agreement on free trade.

Seesaghur said he flew to Mauritius for a business trip in December and had planned to return to China in early February after the Spring Festival, but flights from Mauritius to Shanghai were canceled.
