Hong Kong and other cities in the Guangdong-Hong Kong-Macao Greater Bay Area can become growth engines for China and the world as the Bay Area plan is fully implemented and if institutional innovations are in place, said Shen Minghao, head of a research institute focusing on the 11-city cluster.
