Opening-up and development encouraged in Premier’s visit

Premier Li Keqiang called for more efforts in opening-up and intensive development of the new area of the Shanghai Free Trade Zone during an inspection tour to the city from July 22 to 23.

While visiting the new area, Premier Li said the area is a new move in reform and opening-up based on the practice of the Shanghai FTZ over the past five years.

For an area with precious space and infinite opportunities, he urged all-out effort in intensive and high-quality development based on advanced international standards.

The Premier also paid a visit to Shanghai Electric, a comprehensive equipment manufacturer with operating revenue over 100 million yuan.

While praising its leading position of major equipment in domestic and international markets, Premier Li encouraged the company to aim for the world’s top level, actively get involved in international competition and contribute to the nation’s equipment manufacturing, economic development and people’s livelihood.

Later at Zhangjiang AIsland, Premier Li inspected its AI innovation results, including the three-dimensional visualized telemedicine system, intelligent bionic nerve and intelligent unmanned technology.

AI should gather human intelligence to better serve the people and basic research should also be highlighted, he added.

Premier Li called for coordination in AI research, and stressed the importance of applying results to the manufacturing and service sectors, cultivating new growth engines and benefiting the people.

The Premier also paid a visit to IfFP Professional Skills Training, the first wholly foreign-owned financial vocational education company established in the Shanghai FTZ after the zone was expanded.

He said the government recently announced 11 new measures to promote the opening of the financial industry, and opening-up should be based on legal operation and require more high-end talent in the industry.

He also urged more talent training cooperation between China and overseas institutions, and efforts to speed up the cultivation of financial personnel familiar with domestic regulations and international norms.

The Premier also required local governments strengthen financial supervision and prevent and dissolve financial risks to promote the high-level development of the financial industry.

At Shanghai Municipal Big Data Center, Premier Li learned about internet-based government services and said big data can express people’s thoughts and wishes.

Using big data to improve government services to better meet people’s demands is an important part of advancing administrative reforms, he added.

Efforts should be made to leverage big data and internet to optimize administrative procedures, better serve enterprises and residents and strengthen data security and protection, he said.

The Premier also visited the community service center at Linfen Street and positively responded to the center’s measures of improving community management through internet.

He then inspected education activities under the theme of “Remain True to Our Original Aspirations, Keep Our Mission Firmly in Mind”.

Premier Li stressed government staff should serve the people wholeheartedly and connect theme education with the work of improving people’s livelihoods.

He added government staff should rely on the general public to promote reform and development, step up efforts to build a service-oriented government and create better lives for the people.

The Premier appreciates the economic and development achievements that Shanghai has achieved, and hopes Shanghai will make greater progress and take the lead in promoting reforms, opening-up and innovation.

State Councilor and Secretary-General of the State Council Xiao Jie and head of the National Development and Reform Commission He Lifeng also joined the inspection.
