Should universities have a buddy program for intl students?

Overseas students should be treated as equal as local ones by the university. If domestic colleges want to be internationalized, it is not the preferential treatment but better educational quality that appeals to top foreign students. And Chinese universities should raise the threshold of admissions so that unqualified foreign students cannot be allowed to study in China.
