Located in Binhai New Area of Tianjin city, Tianjin Binhai High-tech Industrial Development Area (Tianjin National Independent Innovation and Demonstration Area) is one of the first national high-tech industrial development areas, and national innovative and entrepreneurial demonstration bases, consisting of Huayuan Science and Technology Park, Bolonghu Technology Park, Future Technology City (expanded area) and Tanggu Marine Science and Technology Park. Since its establishment 30 years ago, the high-tech development area has been striving toward the goal of becoming an internationally competitive industrial innovation center, while fully exploiting the agglomeration advantage of Tianjin's manufacturing industry, acting as a core area, and to boost innovation with global vision. It has also been actively building collaborative innovation platforms to provide opportunities for the enterprises' cross-border development. So far characteristic industries have been built based on information technology and smart device manufacturing, and have gathered a number of domestically leading and internationally well-known enterprises, as well as leading industry clusters including Feiteng and Qilin. It is one of Tianjin's most important areas with rich innovative resources, abundant independent intellectual property rights, and great potential for economic growth.

According to research, it has been decided that Tianjin Binhai High-tech Industrial Development Area will implement statutory reform and enterprise-style management, fulfilling its administrative management and service duty in accordance with the statutory mandate. Deputy directors of the Management Committee have no administrative rank and both domestic and international candidates can participate in this open recruitment. The announcement is as follows:

1. Position

Five deputy directors, of which one will be in charge of economic operation, one in charge of technology innovation, one in charge of regional development, one in charge of finance, and one in charge of business environment construction.

2. Scope of Selection and Qualifications

a. Scope of selection: open to both domestic and international talents.

b. Qualifications:
Applicants should firmly support the leadership of the Communist Party of China and strictly observe the Law and the Constitution of the People's Republic of China. It is also required that the applicant is familiar with development area reform and innovative development work, and equipped with relevant working experience and professional knowledge, has sharp market sense, strong organizing and leadership skills, innovation skills and the ability to cope with complicated problems. The applicant must have good working ethics and personal conduct.

Apart from the description above, the applicant must also have the qualifications below:

a. Bachelor degree (from four-year full- time university) or above;

b. More than 10 years' related working experience in economics, science and technology, planning and construction, finance, investment service or other related areas. Has accumulated more than three years' working experience in the following positions: middle or above level principal positions (including equivalent) at domestic or international large- and medium-size enterprises, principal head at department levels or above (including equivalent) at party offices, government offices or public institutions. Outstanding applicants having strong working background can also apply for the job even if with less than three years' working experience at the positions mentioned above.

c. Be in healthy body condition to fulfill the duty of the position required.

d. Other qualifications fitting relevant law norms and regulations.

3. Term of Office and Remuneration

a. Term of office
The first term of office lasts for three years. The contract can be continued if the applicant is eligible.

b. Remuneration
The annual income will be no less than RMB 500,000. Annual bonus and the bonus of term of service is available depending on the working achievement and performance. For industry promotion and capital introduction related positions, the salary level will be decided by the market value.
