Announcement regarding the Open Recruitment of Deputy Directors of the Management Committee of Dongjiang Free Trade Port Zone Of Tianjin Opening to Domestic and Overseas Applicants

Located in Binhai New Area of Tianjin city, Dongjiang Free Trade Port Zone of Tianjin (Tianjin Dongjiang Port Zone) was officially set up in August 2006. It is approved by the State Council and has become one of the most comprehensive and open free trade port zones with optimized policies. It has a planning area of 30 square kilometers, including a 10-sq-km Customs Special Supervisory Zone and 20-sq-km non-supervisory zone. In April 2015, Tianjin Dongjiang Free Trade Pilot Zone was set up in Dongjiang Area. Dongjiang Free Trade Port Zone of Tianjin (Tianjin Dongjiang Port Zone) is aimed to be built into the northern China's international shipping hub and the core functioning zone of the international logistics center. It is also the pilot area for comprehensive reform and port management system innovation, and the important carrier serving the integrated development of Beijing, Tianjin and Hebei province and the Belt and Road Initiative.

Its leading industries include financial leasing, international trade and shipping logistics, of which its financial leasing industry ranks top in China, and cross-border leasing of airplanes, international shipping and marine platforms account for more than 80 percent of the country's total volume.

It has been decided that Tianjin Dongjiang Port Zone will implement statutory reform and enterprise-style management, fulfilling its administrative management and service duty in accordance with the statutory man- date. Deputy directors of the Management Committee have no administrative rank and both domestic and international candidates can participate in this open recruitment. The announcement is as follows:

1. Position

Four deputy directors, of which one will be in charge of free trade zone, one in charge of regional planning and construction, one in charge of financing and leasing, and one in charge of trade affairs.

2. Scope of Selection and Qualifications

a. Scope of selection: open to both domestic and international talents.

b. Qualifications:
Applicants should firmly support the leadership of the Communist Party of China and strictly observe the Law and the Constitution of the People's Republic of China. It is also required that the applicant is familiar with development area reform and innovative development work, and equipped with relevant working experience and professional knowledge, has sharp market sense, strong organizing and leadership skills, innovation skills and the ability to cope with complicated problems. The applicant must have good working ethics and personal conduct.

Apart from the description above, the applicant must also have the qualifications below:

a. Bachelor degree (from four-year full- time university) or above.

b. More than 10 years related working experience in economics, finance, trade, planning and construction, trade construction or other related areas. Has accumulated more than three years working experience in the following positions: middle or above level principal positions (including equivalent) at domestic or international large- and medium-size enterprises, principal head at department levels or above (including equivalent) at party offices, government offices or public institutions, or secretary general positions or above (including equivalent) at a social organization headquarter registered by the civil affairs department at the provincial level or above. Outstanding applicants having strong working background can also apply for the job even if with less than three years' working experience at the positions mentioned above.

c. Be in healthy body condition to fulfill the duty of the position required.

3. Term of Office and Remuneration

a. Term of office

The first term of office lasts three years. The contract can be continued if the applicant is eligible.

b. Remuneration
The annual income will be no less than RMB 500,000. Annual bonus and the bonus of term of service is available depending on the working achievement and performance. For industry promotion and capital introduction related positions, the salary level will be decided by the market value.
