BEIJING -- China's State Council Tuesday passed a draft regulation on the implementation of the Food Safety Law, detailing the responsibilities of production operators and governments as well as accountability measures.

Under the draft rules, law-breaking enterprises together with their legal representatives and responsible personnel will face severer punishments.
