基本公共服务国标 (jīběn gōnggòng fúwù guóbiāo): National standards for basic public services

The Communist Party of China Central Committee and the State Council, China's Cabinet, have jointly issued a guidance on establishing and improving the standards of basic public services.

During the periods of the 12th Five-Year Plan (2011-15) and the 13th Five-Year Plan (2016-20), China has issued and implemented two national basic public service plans and established a basic public service system that covers all the people.

The guidance this time advances specific requirements in nine aspects including public education, employment and entrepreneurship, social security, medical treatment and public health as well as housing security, in order to meet people's demands.

The document clarifies that the government should provide basic public services, in order to guarantee all residents enjoy basic living and development rights that are in accordance with the country's social and economic development level. The document also proposes that basic public service planning should be adjusted every five years considering the actual situation in the country.

According to the document, national standards for basic public services should be established by the end of the 14th Five-Year Plan (2021-25), and standardized basic public services should be provided nationwide by 2035.
