北京引才新政(běijīng yǐncái xīnzhèng): Beijing's new regulation on introducing talents

The Beijing Municipal Human Resources and Social Security Bureau recently issued a document on a pilot program regarding the introduction of talents, which includes establishing a "green channel" for excellent talents and supporting those innovative businesses introducing talents.

The document aims to reform and optimize the business environment in the capital by attracting more talents in science, technology, innovation, sports, culture, education and finance fields.

The highlight of the document is that talents who take important positions in high-tech enterprises, the headquarters of innovative enterprises and new-type research and development institutions in Beijing and who have a high salary for three years-six or eight times the average salary according to the registration district of the enterprises-will be eligible to apply for permanent residence, hukou, through the talent introduction channel.

If the talents take important positions in technological innovative service organizations such as intellectual property service organization, financial institutions, human resources service organizations, lawyer offices, accounting or auditing firms, they will be eligible to apply for Beijing hukou when over three years their salary is 15 or 20 times the average salary in the district where they work.

Beijing's new regulation on introducing talents is in accordance with the positioning of the capital as the country's political center, culture center, international communication center and technological innovation center.
