Plan aims to solidify Party buildup, discipline by CPC anniversary in 2021

The Communist Party of China will formulate a host of major regulations and working rules in the next five years to offer top-level designs for boosting the Party's buildup and discipline, according to a plan issued recently.

The CPC Central Committee has issued its second five-year plan for formulating intra-Party regulations from 2018 to 2022, according to an official release on Friday.

The first five-year plan was issued in November 2013 to set forth the blueprint for the Party's making of regulations from 2013 to 2017.

The second plan, issued in recent days, focuses on establishing a far-flung system of rules and regulations for the Party as of 2021, the 100th anniversary of the CPC's founding.

Working rules will be drafted in the next five years specifically for the CPC Central Committee and the CPC Central Commission for Discipline Inspection, as well as Party organs of State-owned enterprises, according to the plan.

In addition, working rules will be formulated for some specific areas such as rural area works and the Party's publicity, organization, staffing, foreign affairs and talent.

New regulations will be introduced regarding requests for instructions as well as the Party's leading role in works ranging from comprehensively deepening reform to rule of law.

The new plan also envisions regulations targeting greater political buildup and a working rule for educating and managing Party members, as well as a regulation on the duties of Party committees in tightening discipline.

Efforts should be stepped up to make up for shortcomings in the Party's regulations, make the rules more mature and boost the Party's capability in conducting law-based governance, according to the plan.

The Party's leading role should be ensured as socialism with Chinese characteristics for the new era is being translated into reality, the plan says.

The success of formulating the regulations requires efforts to act under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, focus on the Party's political buildup and boost the leadership of the CPC Central Committee with Xi Jinping as its core, according to the plan.

The new rules and regulations should address urgent issues pointed out by the public that undermine the Party's leadership, self-improvement and discipline, the plan says.

The overwhelming majority of the items listed in the plan should be accomplished as of 2021, and departments in charge should embark on an in-depth survey, fully target problems and ensure the quality and feasibility of the new regulations, it says.
