First law on public libraries

The new law rules specifically on public libraries' construction, operation, service and management.

According to the law, four services will be free to the public, including the inquiry and borrowing of literature, the reading of books in reading and study rooms, the participating in public lectures, reading promotion, training courses and expos and other state-regulated projects.
