Top procuratorate pledges greater 'sense of security' for entrepreneurs

BEIJING - China's top procuratorate has pledged to create a favorable environment for entrepreneurs and businesses to increase their "sense of security."

The Supreme People's Procuratorate (SPP) has issued a circular calling on all procuratorates to better protect entrepreneurs' personal rights, property rights and legitimate interests to shore up confidence and encourage innovation.

An SPP statement explained that mistakes and failures in entrepreneurs' lawful operations must not be handled as criminal offenses.

"Greater tolerance is needed for trial and error in the development and reforms of state-owned enterprises as long as no violation of law or regulation and no unjust enrichment or dereliction of duty is involved," the statement said.

The SPP requires prosecutors to improve their work style to prevent the capricious use of power that can cause unnecessary losses for enterprises.

However, it stressed that those who use bribes to "prey" on state officials and cause major losses to the interests of the country and the people will be strictly punished.
