Should using phone while crossing the road be banned?

What the function of cameras or other electronic devices e.g. facial detection devices to be used in facilitating the management of traffic control? There should be relevant violation fines in place in controlling of all kinds of breaches of traffic laws. Life counts if road users are reckless.
