On December 23, 1937, the delegation of the Central Committee of the Communist Party of China and the Yangtze River Bureau of the Central Committee of the Communist Party of China convened for the first time in a joint meeting in Wuhan and decided to merge. Wang Ming was secretary of the merged unit with Zhou Enlai as deputy secretary.
