Between December 22 and 23,1949, Zhou Enlai described six affiliations to China's new economy to the representatives who participated in the national agricultural conference, iron and steel conference and finance meeting. The affiliations included urban-rural relations, the relationship between those at home and abroad, industry-commerce relations, public-private relations, labor relations and the relation of central government and location. He stressed that only if we correctly handle the six relations, we can master all the aspects of the programs and accurately implement them.
