Dec 14, 1948: CPC Central Committee promotes Chen Yun's 'Shenyang Experience'

On December 14, 1948, the Central Committee of the Communist Party of China called for learning from "Shenyang Experience" of Chenyun, deputy secretary of CPC northeast China bureau.
Chen Yun led the work of comprehensive take-over and reconstruction as well as development of Shenyang in 1948, which was regarded as "Shenyang Experience". The key in experience is to take over from the top down, restore order and reassure the people by using political and economic measures. Learning how to guarantee the cadres and army members learn strict discipline and implement policies firmly is also very important.
