在连续三年成功推出了《中国省级政府机构》之后，中国日报网站和奥柏投资顾问有限公司于2006年出版了首部中英双语的《中国城市政府机构》。该手册根据政治、经济发展等因素收录了中国54个城市的政府机构信息，涵盖了全部直辖市、省会城市、副省级城市、各经济特区以及部分在区域内社会经济等综合实力有相对优势的城市。

手册主要内容包括以下四个方面：
